Add DetectsSkipDeployCommits trait with two strategies: shouldSkipDeploy
(all commits must contain the marker) for push events, and
shouldSkipDeployAny (any single marker triggers skip) for PR/MR titles
and latest-commit signals.
Apply trait to Bitbucket, Gitea, GitHub, GitLab webhook controllers and
ProcessGithubPullRequestWebhook job. PRs pass pullRequestTitle through
to the job constructor for evaluation.
Database deployments generate bind mounts referencing the internal Docker
volume path (/var/lib/docker/volumes/coolify_dev_coolify_data/_data) which
doesn't exist in the testing-host container. This adds the missing volume
mount so both /data/coolify and the Docker volume path resolve correctly.

Set up end-to-end browser testing using Pest Browser Plugin + Playwright.
New v4 test suite uses SQLite :memory: database with pre-generated schema dump
(database/schema/testing-schema.sql) instead of running migrations, enabling
faster test startup.
